This study systematically reviewed the papers of the last 30 years on the employment policy for people with disabilities, the problems of the employment policy for people with disabilities, the suggestions to improve the policy, and whether the proposed problems and improvement plans are changing according to the period of the employment policy for people with disabilities. The main problem of the employment policy of Korea for people with disabilities is that the role of the state is insufficient, and the state only acts as a regulator in the employment policy for people with disabilities, such as setting the mandatory employment rate for people with disabilities and imposing levies. It was also raised that employment legislations, such as the “Employment Promotion and Vocational Rehabilitation Act for the Disabled” and the “Act on the Prohibition of Discrimination against Persons with Disabilities and Relief of Rights”, have not provided a practical protective scheme for people with disabilities. Moreover, it was confirmed that the research on the employment policy emphasized the roles of individuals, companies, and the state in the proposal of the employment policy for people with disabilities. A state is responsible for securing the employment of persons with disabilities through active interventions in the labor market committed to inclusion. Companies must actively participate in the employment policy for people with disabilities, and the latter are required to fulfill the rights and obligations that individuals have as human beings. Future research on the employment policy for people with disabilities must focus on cooperation and role sharing among the three actors involved in hiring people with disabilities, plans to expand the category of disability as a target for employment service policies for people with disabilities, and the development of professional disability criteria as a rational criterion for selecting employment service targets by type.
