Here we present a view on the idea of changing the anniversary of the establishment of the Korean Provisional Government from April 13th to the 11th. The Provisional Assembly did not form a new provisional government on April 11, but rather reorganized the Provisional Government plan first brought forward by Gang Dae-hyeon - a representative from the headquarters of the Independence Movement Corps in Seoul on April 8, 1919. The historic significance of April 11 stems not from the Provisional Government being established by the Provisional Assembly as it was already organized, but rather as a date when the Assembly determined the name and location (Shanghai) of the Government as well as drafting the Ten Articles of the Provisional Charter. When considering possibly changing the date from the anniversary from the 13th to the 11th, one must discount the importance of the official declaration of the Unified Provisional Government. Official declarations have wide global precedence such as Independence Day (U.S.A.). Close attention should be paid to the exact date of the establishment of the Unified Provisional Government. In this regard, there are better alternatives for the anniversary such as the time when cabinet members were selected (September 6th), the Provisional Constitution was passed (September 11th), and also when key cabinet members were inauguration into the government (November 3rd).
