The risk of depopulation, which has recently emerged as a national issue and the government has begun to respond in earnest, is no exception in the metropolitan area. Although the population is increasing in the metropolitan area as a whole, the decrease in population is also increasing in the metropolitan area and Gyeonggi-do. Gapyeong, Yeoncheon, Yangpyeong, etc. in the northeast of the province are changing into areas at risk of population decline and extinction. Gapyeong-gun, the subject of this study, did not show any significant population decline overall, but structural details such as the fertility rate, the elderly population, and the outflow of young people showed characteristics of an area at risk of depopulation.
Considering the regional characteristics of Gapyeong-gun, which is a suburb of the metropolitan area, a policy by improving young peoples" job and educational environment linked to local resources is better rather than attracting manufacturing factories and developing industrial complexes. This is a policy to strengthen local attractiveness, focusing on the improvement of the job, living and educational environment.
This study suggest three development strategies for Gapyeong-gun, a strategy for responding to the risk of depopulation, a strategy for tourism culture development using local assets, and a strategy for regional development and deregulation.
First, as a project to respond to the risk of depopulation, job creation policy of regional connection-local job creation project (Saterlite Office, Data Center, etc.), probirth environment - creation-older-friendly community, and vacant house and pansion project.
Second, as a project for tourism culture development, using local assets, Gapyeong Green & Smart Tourism City Building, Gapyeong Music & Contents Cluster Building, Gapyeong Coffee & Healing Cluster, Gapyeong Youth Innovation & Idea Startup Program, Gapyeong-Chuncheon Tourism Culture Program.
Third, as a regional development and deregulation special zone strategy, re-designation of the growth promotion zone and the free regulation zones that currently exclude the capital area and introduction of the "Gyeonggi-do special zone for regional development support" (tentative name).

최근 국가적 이슈로 등장하고, 정부가 본격적으로 대응하기 시작한 인구소멸위험은 수도권도 예외가 아니다. 수도권 전체적으로는 인구가 증가하지만, 수도권 및 경기도 내에서도 인구감소현상이 점점 확대되고 있다. 가평, 연천, 양평 등 동북부 접도지역은 인구감소와 인구소멸위험지역으로 변화하고 있다. 본 연구의 대상인 가평군은 전체적으로는 의미있는 인구감소는 나타나지 않고 있지만, 출산율과 고령인구비율 및 청년층 유출 등 구조적 내용은 인구소멸위험지역 특성을 보이고 있다.
수도권이란 대도시권의 외곽지역인 가평군의 지역 특성을 고려할 때, 단순히 제조업 공장 유치와 산업단지 조성 등 개발 정책보다는 지역자원 연계 일자리, 교육환경 개선을 통해 지역을 활성화시키고, 젊은 층 유출을 억제하는 정책이 더 효과적일 것으로 판단된다. 젊은 층의 요구에 맞는 일자리와 거주환경 및 교육환경의 개선에 초점을 둔 지역매력 강화정책, 동시에 고령층과 미래 고령층인 중장년층이 편안하고, 안전하게 거주할 수 있는 지역사회 만들기 정책이 필요할 것으로 판단된다.
저발전 낙후지역인 가평군의 발전전략으로 크게 인구소멸위험 대응전략, 지역자산 활용 관광문화발전전략 그리고 지역발전 및 규제완화 특구 전략을 제안한다. 첫째, 인구소멸위험 대응전략의 프로젝트로서 출산-고령자 친화적인 지역사회 만들기 프로젝트, 광역연계-지역특화의 지역 일자리 만들기 프로젝트(Saterlite Office 등), 유휴 지역자원인 빈집, 폐업 펜션을 활용한 관계인구 유치 프로젝트를 제안한다. 둘째, 지역자산을 활용한 관광문화발전전략의 전략사업으로서 가평 그린 & 스마트 관광도시 구축, 가평 뮤직 & 콘텐츠클러스터 구축, 가평 커피 & 힐링 클러스터, 가평 청년혁신 & 아이디어 창업 프로그램, 가평-춘천 관광문화프로그램 네트워킹을 사업을 제안한다. 셋째, 지역발전 및 규제완화 특구 전략으로서 현재 수도권이 배제된 성장촉진지역 및 규제자유구역 지정제도의 개선, 경기도 자체적으로 추진할 수 있는 (가칭) ‘경기도 지역발전지원특구‘ 제도 도입과 가평군 지정을 제안한다.
인구소멸위험에 대응한 수도권 교외지역 가평군의 지역발전정책은 ‘지역성장형’ 접근과 ‘지역적응형’ 접근을 적절하게 결합하여 정책을 설계할 필요가 있다.
