In accordance with the Seoul 2050 Greenhouse Gas Reduction Promotion Plan and the Roadmap for Mandatory Zero-Energy Buildings by the Ministry of Land, Infrastructure and Transport, design standards will be strengthened when constructing buildings in the public sector in Seoul. In particular, from 2020, new public buildings of 1,000㎡ or more, which are part of the grade D level according to the green building design standards, must simultaneously meet ZEB certification requirements, green building certification requirements, and 30% of the mandatory ratio of new and renewable energy.
In the case of public buildings, Seoul established a plan to set an example by strengthening the Green Building Standards, and announced that it would strengthen to obtain the green building level A, the highest level, regardless of the size of the building for the management of public buildings. However, since the reinforced mandatory standards are limited to the design stage and management is insufficient, it is necessary to establish a system such as ordinances and deliberation standards for energy management measures.
Building energy and other related projects have been carried out mainly by the Building Planning Division of the Housing Headquarters, the Climate and Atmospheric Section of the Climate Environment Headquarters, and the Urban Space Improvement Team without a clear authority. For more efficient management, revisions to the reorganization and establishment of the Seoul Metropolitan Government will be necessary, and it is desirable for the Housing Policy Office to develop in the direction of overseeing building-related projects. In addition, it is necessary to expand the department in charge of managing public buildings, and it will be necessary to set the direction for energy performance management of public buildings and provide guidelines. Currently, some public buildings are neglected without management, and the energy performance of public buildings is poor in general.
Annual energy consumption for the past 5 years, it was found that annual-energy -consumption/unit-energy-consumption has been decreasing. As a result of analyzing the average energy use by total floor area, it was found that the larger the floor area, the higher the annual unit energy use. On the other hand, small groups with a total floor area of less than 500㎡, which account for 45% of the buildings to be analyzed, have the highest energy use density, but there is no proper energy management plan for this. So, there is a need for measures to save energy in small buildings.
We would like to propose Seoul-BEMS as a energy management system for Seoul that meets the zero-energy building certification obligations for public buildings and can be used immediately. As a group-managed BEMS based on 5G Cloud technology, it minimizes the intervention of energy users (managers) through a common application model between similar and distributed public buildings with AI big data-centered energy consumption analysis and optimal control. It also provides energy use reduction, comfortable indoor environment, convenience, economy and efficiency.
In addition, Seoul needs to enact the provisional “Public Building ZEB Transition Remodeling Support Operation” with reference to the “Notice on the Operation of Green Remodeling Support Projects” of the central government. Through this, it is necessary to clearly define the target of ZEB remodeling, the scale of support, and the scope of support.
