Through this study, the contents of policy recommendations are summarized as follows.
The following implications were derived through this study.
It is necessary to establish the direction of digital twin administrative services that Gyeonggi-do should lead, and review digital twin administrative services to be promoted at the metropolitan level.
If Gyeonggi-do intends to introduce digital twin administrative service, set the administrative service promotion direction and future implementation plan. In order to implement this, it is necessary to build a step-by-step roadmap for the implementation contents for the realization of Gyeonggi-do digital twin administrative service.
Gyeonggi-do digital twin administrative service is an integrated management model for metropolitan administrative services, and it is also important to discover digital twin administrative services centered on users (consumers) and tasks.
First, the administrative service model discovers services that can be used as a standard model by matching the integrated management model for regional administrative services with the basic local government.
In addition, it is important to discover services that can be applied to actual work through monitoring of digital twin administrative services built and applied at the central government and local government levels and analyzing the effects of administrative service application.
The following implications were drawn for the implementation plan for the public contest for the introduction of Gyeonggi-do digital twin administrative service.
First, to introduce the digital twin administrative service model in Gyeonggi-do, a standard service establishment plan is prepared through participation in the pilot project.
Second, Gyeonggi-do should directly promote the competition project in order to establish a standard model for realizing Gyeonggi-do"s regional administrative services and to introduce specialized administrative services at the local level.
For project promotion, Gyeonggi Province becomes the lead agency and performs general planning and management tasks, and performs overall tasks necessary for pilot project implementation, such as establishing a pilot project implementation plan, securing budget and manpower, and reorganizing the legal system.
In order to promote the integration of public offering projects, it is necessary to establish a basic data system necessary to solve current regional problems, to derive an administrative use model, and to review the platform production and utilization plan.
Lastly, it is important to discover consumer-oriented services through verification and evaluation of the existing administrative service model for the public contest to solve local problems.
To accomplish this, Gyeonggi-do examines the redundancy of internally promoted projects for the realization of local government administrative services, and discovers local government administrative service models by reviewing applicable business areas, and reviewing the construction system and data status.
In order to introduce digital twin administrative services, it is important to discover administrative services by collecting opinions from working-level departments, and to discover specific service models for application of administrative services.
