The purpose of this study is to find out the effect of housing ownership on welfare expenditure in the basic local government. This study used 2 dependent variables, social welfare budget ratio and self social welfare ratio in the local governments, and a independent variable as housing ownership-rate in same level. For clearer estimation, the median apartment sales price, population, local tax payment per a person, party of the head of the local government, and majority party of the local council were set as control variables. These data were obtained through KOSIS, local finance 365, 2020 budget documents and so on. The relationship among variables was tested by multiple regression analysis of the SPSS 27 program. The analysis results are as follows. In the city area, the housing ownership rate was found to have a statistically valid negative(-) effect on both, social welfare budget ratio among general accounts and self welfare budget ratio among general financial resources. But, the median sale price of apartment was statistically significant in the direction of inverse. Also, this study was able to examine that the ownership rate is related to welfare expenditure in a significantly different ways on the city type(city, county, and district).
