Climate change is the most important environmental issue in the world. This study classified and analyzed the policy tools for greenhouse gas reduction related to the national plans announced by the South Korean government since the Lee Myungbak Administration, using the policy instrument type classification presented by Vedung (1998). The results of the analysis showed that South Korea’s greenhouse gas reduction policy instruments were concentrated in the conversion, building and transportation, carbon sink, and emissions trading system sectors. Economic incentive policy tools were the most widely used, and information and persuasion policy instruments were the least widely used. The choice of policy instrument type was affected more by the government’s stance on climate change than by the government’s ideological leaning, and international climate change regimes such as the Paris Agreement also influenced the choice of domestic policy instruments.
