In the rapidly changing business environment, the transition to a knowledge-based economy has made knowledge sharing a crucial element for organizational success and innovation. Knowledge sharing offers various benefits, including improved decision-making, enhanced problem-solving capabilities, and increased adaptability to market changes. This importance extends beyond organizational boundaries to the international level, with knowledge transfer between developed and developing countries playing a vital role in global development and reducing economic disparities. In this context, Korea's Knowledge Sharing Program (KSP) stands out as a successful example of a government-led systematic knowledge sharing mechanism, significantly contributing to policy-making capabilities and institutional capacity building in developing countries.
This study aims to contribute to bridging the knowledge gap between countries and promoting global development by proposing a framework to enhance the effectiveness of international knowledge sharing. To achieve this, data was collected through an online survey of international participants in the Knowledge Sharing Program (KSP) operated by Korea's water management public institution. This study empirically examines how psychological safety and transactive memory systems influence innovative behavior through knowledge sharing and knowledge application in the context of international knowledge sharing programs.
Using survey data from 150 participants in water management Knowledge Sharing Programs (KSP) operated by a Korean public organization, this study analyzes the mediating effects of knowledge dynamics on innovative behavior. The results of structural equation modeling analysis show that both psychological safety (β=.515, p<.001) and transactive memory systems (β=.324, p<.01) have significant positive effects on knowledge sharing, but not on knowledge application. Knowledge sharing has a significant positive effect on knowledge application (β=.647, p<.001), and both knowledge sharing (β=.443, p<.001) and knowledge application (β=.487, p<.001) positively influence innovative behavior. The mediation analysis reveals that knowledge sharing mediates the relationships between psychological safety and innovative behavior (β=.228, p<.001) and between transactive memory systems and innovative behavior (β=.143, p<.01). Furthermore, knowledge application mediates the relationship between knowledge sharing and innovative behavior (β=.315, p<.001). These findings contribute to understanding the mechanisms of international knowledge transfer and provide practical implications for designing effective knowledge sharing programs. The study suggests that fostering psychological safety and developing transactive memory systems are crucial for facilitating knowledge sharing and promoting innovative behavior in international capacity-building programs.
