Cyberspace has emerged as a critical domain of economic, military, and political importance in modern society, becoming a key arena for competition and collaboration among nations. In particular, the technological hegemony between the United States and China has further underscored the strategic significance of cybersecurity. Consequently, public-private partnerships (PPPs) have gained recognition as a crucial mechanism for building effective cybersecurity ecosystems. This study provides a comparative analysis of the roles and structural characteristics of PPPs within the cybersecurity ecosystems of the United States and China. The United States operates a decentralized collaboration ecosystem led by the private sector, designed to foster technological innovation and maximize the autonomy of private entities. Key examples include the NICE Framework and the Cybersecurity Talent Initiative (CTI), which formalize organic collaboration between the private and public sectors. These programs establish a sustainable cooperative structure through talent development and standardized education programs. In contrast, China has developed a state-led internal technological competition ecosystem aimed at enhancing technological sovereignty. Under centralized governance, institutions such as the Cyberspace Administration of China (CAC) and the Ministry of Industry and Information Technology (MIIT) encourage competition among domestic technology firms while aligning these efforts with national strategic objectives. This cooperation model drives competition and innovation among domestic firms while integrating data security and responses to cyber threats into state-led policy frameworks. This study examines how the PPP models of these two countries have evolved in alignment with their respective governance systems and strategic goals, offering a clear perspective on the differences between the cybersecurity ecosystems of the United States and China.
