He Mok was a powerful politician who was regarded as the “lord of Namin(南人).” He was appointed as the Samcheok Vice-President after the Gihaeyesong(己亥禮訟). During his time as Samcheok, Heomok made various achievements, including the creation of Hyangyak(鄕約) and the implementation of the Lisaje(里社制). In particular, he compiled the 『Chukjuji(陟州誌)』. In this book, the trends of the Samcheok region are described in detail. This paper attempts to reconstruct the local situation of Samcheok in the 17th century by focusing on The tax system in the 『Chukjuji(陟州誌)』.
First, I examine the damage caused to Samcheok during the Imjin War. The 『Chukjuji(陟州誌)』 contains information on the invasion of the Japanese army into Gangwon-do, the Battle of Yeongseongsanseong, the arrival of the Piroin in Samcheok, and the role of the supply base. It also describes the post-war recovery measures for the Samcheok region, including the Gyemyo Yangjeon(癸卯量田), Byeong-ohhoejeon(丙 午戶籍) after the end of the Imjin War. Next, we analyzed the texts of Samcheok's vice president, Cho Juk, and noted the operation of Samcheok's tax system. According to this, the Samcheok region was overtaxed, causing bankruptcy and tax delinquency among the people. In addition, the people of Samcheok were mobilized for various types of labor such as carrying military rice and repairing military ships. Finally, we examined the enforcement of the Daedong Law and the collection of odd job(雜役) in Gangwon-do. The 『Chukjuji(陟州誌)』 lists the specialties related to the tribute system. It also describes the operation of the Daedong Law in Gangwon Province and the collection of odd job(雜役)
