As the number of internet users has been increasing tremendously, the process of formation and development of quality education and culture through internet has become as urgent and important as the speed of its diffusion,
For the diffusion of quality culture in the area of education in Korea(e-learning), its development process and the next generation of e-learning are researched first. E-learning in Korea started from audiovisual education with the use of audiovisual media before 1980s. As the development of computer, in the early 1990s computer-based instruction started as computer assisted instruction(CAI) in which computers were utilized for education and instruction. This computer assisted instruction(CAI) was developed into computer -based education(CBE) and then internet-based education(IBE) in the late 1990s. And as the 21st century unfolds, it has evolved into ICT(Information Communication Technology) and e-learning(electronic learning) at present time. As the environments of ubiquitous, mobile and DMB have been realized, e-learning is now developing into u-learning, m-learning and t-learning which enable the more concrete realization of instruction not only in school but also at any time and in any place.
In order to define the components for successful evolutionary process of e-learning, four keywords are defined as 4LC (Learning Communication, Learning Community, Learning Contents and Learning Commerce) based on four successful keywords in the evolutionary process of internet and internet business, which include 4C (Communication, Community, Contents and Commerce) (Jung, Kyeong-ae et al, 2003). As for the last component Commerce, the successful evolutionary process of education can share the same keyword except that its meaning is changed from commercial one to management and diffusion of education. Learner, the most important role player, must be located at the center, and 4LC (Learning Contents, Learning Communication, Learning Commerce) should be evolved and developed at two stages.
In the first stage, 4LC should evolve in the following order: L. Contents -> L. Communication -> L. Community -> L. Commerce. And in the second stage and after, the Learner should be at the center and, through various Communication tools, Learning Community should be formed. And Various Learning Contents should be generated, shared and distributed(Learning Commerce). And this 4LC, through various communication process, should be diffused continuously in a circular and dynamic manner with the Learner at its center.
