It seems that the sale of national properties was an affair which mobilized many people. One estimates that globally, in national level, peasants have succeeded in occupying from 30 to 40% of circulated properties. The Revolution, by its legislative measures and by sales of national properties, has equally transformed the entire of property circulation.
The sale of national properties was expected, not to give the land for peasants, but to resolve financial problems of the Nation. The Revolution has increased the number of proprietors. The great loser was the clergy who was eliminated from countries as proprietor. The property of the noble had better resisted. In many regions, the aristocratic property is relayed by large bourgeois property.
Although the property crisis was not resolved in the direction which expected small peasants, bits of poor peasants permitted them to survive and avoid a worse exodus. During the civil war in the West, the proprietor of national properties was regarded as profiteer and whether he wanted or not, as ally of the Revolution. For chouans, he was therefore the enemy.
