The successful industrialization of South Korea had been initiated and pursued by the authoritarian state, while it repressed the opposition demand for democracy and economic justice. Korean labor, which had been placed under direct state control from the beginning, had to endure the repression under the Yushin system and Chun’s rule while the state mobilized the resources for industrialization.
While the official FKTU remained largely pliant to the state, the labor movement from below had developed to challenge the Korean state as well as the FKTU. Thus, a new labor movement outside of state control heralded the emergence of “two labors”in South Korea.
