This essay reviews the ideas of the Canadian political philosopher Will Kymlicka on the cultural membership of minority groups within a society and assesses them against the larger literature of liberal political theory. Since the historic Brown decision in 1954 the need to protect minority rights has been widely accepted throughout liberal democracies. Protecting historically discriminated-against groups involved an active endorsement of group rights, which often clashed with the liberal principles of individual rights. Kymlicka provides an example of political philosophy that tries to grasp a moral link between liberalism and multiculturalism. How can we construct a liberal theory that accommodates cultural membership of minority groups without undermining universal individual rights? To this question Kymlicka answers by breaking away from an old distinction between individual and collective rights. I conclude that liberal multiculturalism suggested by Kymlicka also serves as a check against illiberal communitarianism.
