The aim of this research is to understand population movement in Busan, a city currently stagnating or shrinking in population. The unit of analysis is district level. Districts or towns showing similar residential movement characteristics will be grouped as clusters. Districts are divided into seven clusters. To test the statistical feasibility of the clusters, one-way ANOVA is used. Social, economic, and urban-planning factors are used as independent variables. The main findings of the research is as follows: (1) each districts have different degrees of population movement within its boundaries, (2) in-migration to new housing estates has intensified, and (3) the flow pattern of migration across districts show seasonal pattern. This kind of clustering is useful for future spatial allocation based on this kind of objective index. Furthermore, more rational urban planning and policy making will be possible using the findings in this paper.
