The purpose of this study is to examine the situation of rental housing and the role of government for the promotion of private rental sector. Housing policy towards the private rented sector has been one of neglected. It is only in very recent years that government has woken up to the fact that owner occupation cannot meet everyone's housing needs, and that the private rented sector does play an important role in providing a home for those who are unable to or unwilling to seek accommodation elsewhere.
Rental housing shortages are particularly severe in cities because of rapid urbanization and a result of a tremendous variety of demographic factors. Even though the government has made various measures including tax exemption, long-term low interest rate loans, and residential land development for the rental house builders, the growth of rental housing stock was inadequate to cope with the increasing tenant and the intensifying housing need. In order to develop a comprehensive set of alternatives for a future rental housing policy in Korea, the government has to revise the housing related laws such as Rental Housing Act, Housing Construction Promotion Act, and Rent Act. The special encouragement and assistance of the government should be given to co-operative housing associations, non-profit private rental sector, and rented accommodation for the low income groups.
