The Chancellor lays down policy guidelines and directs the business of government. The Federeal Chancellery(Bundeskanzleramt), headed by a Chief-of-Staff, is there to assist him in the fulfilment of his duties. Similar to a ministry, the Chancellery has the status of a top-level federal authority. It has prominent political importance as a centre for government policy coordination. The Federeal Chancellery's structural makeup includes sections responsible for dealing with the same matters dealt with by the individual ministries. The Cabinet meetings held and decisions taken every week by the Cabinet are prepared and their implementation monitored in the Chancellery. The answering of all questions the government is asked by the Bundestag is coordinated here. As such, the Chancellery also has the function of a secretariat for the government. The diversity of its tasks and the fact that it provides information directly to the Chancellor makes the Chancellery an institution of key importance within the German political system. It would not be an exaggeration to refer to it as a "control centre" for government policy. The Office of the Korean President has also played key roles and have influences in the formulation, implementation and evaluation of major policies of Korean government. Therefore, to increase organizational and functional effectiveness of the Office of the President Roh Moo-hyun, this paper places a special emphasis on the comparative analysis of organizational structures and functions between the Office of the Korean President and the German Federeal Chancellery(Bundeskanzleramt).
