The purpose of this study is to establish cooperative zoning and to measure efficiency of supplying public services for 23 city and county governments in Gyeongbuk Province.
In order to measure the efficiency of supplying public services, the mean value, the coefficient of variation, and the paired t-test were utilized. Also, in order to establish the cooperative zones, several variances were used: the distances between the cities and counties and the number and availability of transportation services between the centers which were analyzed by using cluster analysis. Based on the analysis of the paired t-test, the new alternative cooperative zoning arrangement is better than the existing zoning pattern. Also, the new zoning pattern is better than each government unit acting alone to supply its own public services, but the existing zoning arrangement is better than the individual government units acting alone in the supply of public services.
Public services should be provided on a cooperative zoning basis rather than on an individual government supplied basis. Therefore, in the case of Gyeongbuk Province, this study recommends four new cooperative zones. They are the Northern Resources Zone, the Western Inner Zone, the Mountain & Marine Resources Zone, and the Eastern Coastal & Cultural Zone.
