Lee Saek not only supported but also played a leading role in implementing the policies of King Gongmin-wang, who was well aware of the changes that were happening in and outside of Goryeo and tried to renew almost every aspects of the dynasty by appropriately responding to such changes. Persons whose type that Lee Saek found most ideal were persons who passed the national examination, who were equipped with high level of intelligence and morality, and who were also very loyal to the King. He reasoned that only such persons could turn out as desirable Confucians and become legitimate members of the ruling class(治者). He also thought that only when kings summon those kind of persons they would be able to make the world a better or more ideal place for his subjects, which would be the so-called ‘ideal times (治世)’. He argued that such king would be an ideal king. And he also argued that a world ruled by kings or vassals who did not reach such levels, as a world suffering in the so-called turbulent times(亂世). He labeled kings like Chungsuk-wang, Chungmok-wang and Gongmin-wang as kings who ruled the world well and created the ideal times, while he labeled other kings like Chunghae-wang and Chungjeong-wang as kings who did not rule appropriately and left their subjects to suffer in turbulent times. His opinion of his own time and of the people who were living in it is well mirrored in the biographies he wrote for certain people’s epitaphs which were meant to be put into their graves.
Lee Saek most highly praised Gongmin-wang, among all the kings in the former group. And naturally such praise had very much to do with the fact that he was deeply involved in implementing Gongmin-wang’s policies which intended to promote Neo-Confucianism and prepare adequate systems that would support such ideological inclination. He also hoped that Gongmin-wang’s policies would survive under U-wang’s rule, and his such hopes are mirrored in his evaluation of U-wang’s reign, in which he labeled it as a time of respite. In the early years of U-wang’s reign, his view of such sort made him the perfect person to timely and effectively end the confusion that broke out with the assassination of Gongmin-wang, and to assume the role of leading the task of commemorating the legacy of Gongmin-wang’s ruling. Subsequently, he deeply engaged himself in the politics of the U-wang’s era.
His thoughts were also in line with the thoughts of his contemporary colleagues. It can be verified from the contents of the epitaphs made for Gongmin-wang and his queen Noguk Daejang Gongju, which were created in the third year of U-wang’s reign. Yet in the following days, Lee Saek was politically ruined, in the wake of major political events such as the dethronement of U-wang and Chang-wang, and the foundation of the Joseon dynasty. And a new historical perspective very different from that of Lee Saek, came to be widely accepted, as we can see from the perspectives displayed in 『Goryeosa (Annals of the Goryeo dynasty)』.
