In 1906 Japanese issued the short termed Educational Promotion Plan (EPP : 臨時學事擴張事業) funded by loan from Japanese bank. Through this plan stereotyped Japanese style elementary schools had been constructed as model school. These schools became the first case in which stereotyped Japanese style school architecture was brought into Korea.
EPP could be said to be only for demonstration effect and so short-sighted. The characteristics of newly constructed schools by this plan are summarized as follows. 1) School buildings had only essential facilities such as class rooms and a staff room, and other facilities such as special instruction room were excluded. 2) The size of unit classroom was 3.5kan(width) by 4kan(length) accommodating about 50 students. 3) Block plans were all single-corridor type with south-facing classrooms due to daylight condition. 4) Exterior design was characterized by the wood siding which intended for low cost and continuous window bays for daylight condition.
For the construction of these school buildings human resources for school architecture were not sufficient so that teachers would take the place of planners and engineers. And comparing with the quality of school architecture in Japan and for Japanese in Korea, the first Japanese style school architecture brought into Korea through EPP could not be a real 'model school' but just a humble one satisfying minimum conditions.
