During the war with the Japanese which started in the Imjin year, a spy named Sa Sae Yong/史世用, who was dispatched by the high - ranking officials of the Ming dynasty's Fujian - sheng province, actively conducted espionage operations in several countries including Ryukyu, Joseon and even the enemy state Japan. He spied upon situations unfolding inside Japan and Ryukyu, and he also mobilized the political enemies of Toyotomi Hideyoshi to stage revolts and wars. His actions were reflecting the reality of the time in which all kinds of espionage wars were being waged against each other, among states, regions, factions and individuals, in the wake of clashing interests.
Around the end of the war, Sa Sae Young entered Joseon as a regular military officer, and what he brought with him was highly legitimate information regarding the current state of the Japanese government. Such information was actually far more valuable and needless to say correct, than any other bizarre rumors or conspiracy theories that had surfaced or been presented so far. Yet the Joseon intellectuals remained skeptical of Sa Sae Yong and his information, because they were keenly aware of the fact that such Joseon - related information could always be used against the national interest of Joseon as well.
Today, all those humble remarks that the Joseon officials presented in their dealings with Ming at the time of war, or the diplomatic policy of the Joseon government which considered maintaining a righteous cause to be very important, have all been considered by many people as merely internal matters of the Joseon dynasty. Yet people who lived in those times had to fight a phantom menace which disguised itself in the form of negative rumors, so our perception of Joseon at the time should take that into consideration as well.
