The principal purpose of this study is to examine the pattern of political integration based on the analysis of the norms and behavioral patterns of the ruling class of the Tokukawa age. Generally, the norms and the behavioral patterns of the ruling class has an important role in defining the political systems and process of the society. In addition, they are related to the existential forms of that class. In view of Confucianism, the norms and the behavioral pattern of the ruling class in the Tokukawa age are different from those in Chosun’s ruling class. Comparing the ruling class, in the Tokukawa age it was composed of warriors under a Shogun, while composed of confucian and the noblemen under a king in the Chosun Dynasty. According to the existential forms of the ruling class, the character of the political system and process in the Tokukawa age shows ‘the sword’ in contrast with ‘the pen’ of the Chosun Dynasty. For example, the warriors in the Tokukawa age have to follow an unworthy Shogun while the noblemen in the Chosen Dynasty are willing to leave an unworthy king. On the basis of the norms and behavioral patterns in the ruling classes, they show a difference in the understanding and response towards western impact in the middle of the 19the Century. The ruling class of Japan pursued becoming a weal thy country and having a powerful army by modeling western civilization, while confucians in Korea remained in moral justification of themselves and clung to a ‘china-centred order.’ Thus, the existential forms of the ruling class had tremendous impact not only on the regulations and the behavioral patterns of the class but also on the political unification and the empowerment of the countries.
