The number of overseas Koreans is estimated 5.5 million to 5.6 million. This number is over 10 % of South Korean population. Regionally, they are concentrated in the United States, China, Japan and the CIS, which are world superpowers. It is desirable to develop Global Korean community facilitating cultural network of Korean Diasporas in order to utilize overseas' human resources, to build solid relationships between "homeland" and diasporas and to help their diasporic life enriched. In the 21st century, nation-states over the world try to extend their national boundaries beyond geographic territories including their overseas' nationals. In this point, South Korea should carefully scrutinize and attempt to understand the interests and concerns of overseas' Koreans. As more than one century has passed after the first oversea migration began, we should recognize that there are large amount of heterogeneity and differentiation both among the overseas' Koreans in the various countries and between Korean Diasporas and Koreans in Korea. It is important to embrace these diversities in order to construct global Korean community as well as to find common ground among them. It seems that there are shared sensibilities among Koreans' aborad such as longing for Korea as their homeland or mother country and senses of ethnic belonging. On the other hand, language habits, cultural patterns, and people's recognition of "Koreanness" are differentiated depending on immigration generation, minority policies and social conditions of host countries, etc. It is also significant that we should not stick to the concept of ethnic community based on shared blood and ancestors and cultural tradition. This notion of ethnic community can exclude people who want to voluntarily identify with Korean community regardless of shared heritage or blood. Finally, in order to embrace various overseas' Koreans into the global Korean community, South Korean government should set up its policy in the direction of recognizing their diverse backgrounds and potentials.
