A miserable incident occurred at the Joint Security Area(Panmunjom) on August 18, 1976. North Korean soldiers beat two American officers to the death with an Ax. Both of the U. S. and South Korean Governments asserted that the attack by the North Koreans had been premeditated. However, it was very difficult to ascertain whether the order of attack came from Pyoungyang, the core of North Korea's leadership, or if the incident was provoked by the overaction of low level and local military commanders who had shown a more hard-line attitude. Actually, given the context and development of the incident on the more concrete level, and the timing and method of provocation did not match with diplomatic purpose which the North Korea government pursued to formulate international pressure for the withdrawal of the U. S. troops from Korea at the time. Eventually, North Korea received serious and irrevocable diplomatic damage from this incident. This gives more possibility to the assumption that the incident was provoked by the low level North Korean military leadership. Also, we could see the existence of the influence of the hard-line military group in South Korea in the development of the crisis. The facts around the crisis of the Korean Peninsular in 1976 showed the vulnerability of security on the Korean peninsular. A trivial thing such as trimming a tree could cause a full scale military crisis, and the military crisis could be provoked by hawkish military groups on both sides regardless of the policy of the top leadership of the two Koreas.
