The "Strategy of Western Region Development" was laid out by the Chinese Communist Party and Chinese Government, which covers 10 provincial areas plus 2 adjacent minority-autonomous areas and 2 other minority-autonomous sub-areas that belong to Hunan and Hubei provinces respectively. Its land area and population accounts for 56% and 23% of China respectively, however, GDP and GDP per capita accounted for only 15% and 64% of China in 1998. The western region has Long been lagging behind the eastern and middle regions despite of various policies that the central government took to develop the western region in the past decades. The western region is expected to be the key to the questions of the protection of ecological resource and environment as well as to strengthen the national unity in China. When considering that it would be difficult for China to maintain an export-led economic growth in a long-term perspective, it is obvious that the western region should be nurtured to create a domestic demand and thus to eventually achieve continuous economic growth. In this respect, it is of importance to formulate short, medium and long term development strategies for the development of western region. It is also imperative to establish a large number of small and medium-sized enterprises with comparative advantage in the western region. Firstly, they should be sited around some central cities with relatively strong market power and resources and then gradually spread to inland area with rich resources and convenient investment environment to eventually grow into medium and large-scale enterprises. The technology capacity and education level in some central cities of western region such as Xian, Lanzhou, Chengdu, and Chongqing are remarkably abundant, which makes it optimistic to develop high-technology industries in the western region such as automobile, aerospace, nuclear energy, petrochemical industry and so on. Preferential policies are needed in western China such as flexible land policy such as contract, rent, discount, and insurance and so on, and the transfer of power to local governments concerned with taxation policy and administration to attract investors and firms and to encourage self-development and self-support of western region. Lastly, bolder and experimental policy on financing including issuances of local bonds, enactment of regional banks, establishment of stock exchange and OTC center, etc. should be put to the test to provide financial aid for western region development.
