The Korean version of the Development Impact Fee (DIF) has been newly revised at the end of 2008 to replace its preceding version of 2006. It has been frequently criticized by many, however, that the formulae to estimate the Fee yet contains Land Conversion Factor (LCF) coefficients set by constant values regardless of the diverging characteristics of each locality as much as the incompatible differences between the different land-uses. The study, in this context, tries to suggest more rational Standard LCF coefficients based on the spatial analysis using the national GIS database. For the purpose, the study first calculates the Location Quotient (LQ) for the entire localities nationwide to sort out the top ranking sample localities with the dominance in either the commercial or industrial functions. Then, the actual LCF coefficients for these samples have been calculated with the help of the two spatial databases, i.e., the KLIS (Korea Land Information System) and the eAIS (electronic Architectural Information System). The study suggests as a consequence that the values between 0.15 and 0.2 would be proper as the Standard LCF coefficient for the case of commercial land-use whereas the range between 0.3 and 0.4 could be reasonable for the case of industrial land-use. The study also predicts that each locality would be better off if they are authorized to set their own Standard LCF in accordance with their long-run goal for adequate development density so as to maximize their merits and distinguish their peculiarities.
