Information infrastructure is mainly consisted of two parts. One is physical infrastructure, which includes computing (hardware and software), communication(such as internet), and contents(such as DB). The other is managerial infrastructure, which includes strategy, leadership, finance & staff, and organization.
Until recently, the public sphere in Korea has concentrated on physical infrastucture, and Kyonggi Province was not an exception. As a result, the efficiency of informatizing the government in Korea is quite dubious, i.e. the risk of time consuming and resource waste might be high. In this respect, managerial perspective on information infrasturcture shows its value, especially in Korea including Kyonggi Province where the informatizing is in its initiation phase.
The study purpose of this article is to analyse the information infrastructure of Kyonggi Province in physical and managerial aspects. Some foundings of this study are as follows; Kyonggi Province needs to make a new informatization strategy; The function of CIO is needed to be strengthened and CEO needs to involve more; Informatization organization needs to be upgraded to a division from a department; More finance and staff needs to be allocated to informatization organization; Software among various elements of physical infrasture is to be strengthened.
