This paper inquires into the perspective and agency of fertility-raising policy of Korean government in 2000s. The most important problem of the policy is the fact that it has been failed to integrate women’s voices and put them into practice. The policy has missed the target and shaken to its foundation so that it could not realize the anticipated result. President Roh’s government had pursued the economic support for childcare of low income family, but it had been almost a kind of welfare policy rather than maternity benefits for working women. At the end of the First Plan for Ageing Society and Population(2006-2010), it was recommended that the aim of the policy should be turned to insure the labour market participation of married women. However, we cannot be sure that the turnover should guarantee the improvement of working mother’s conditions and the continuity of the labour market participation. Unfortunately, President Lee’s government released the birth promotion policy orienting the strengthening gender roles, instrumental fertility-raising strategy, and labor supply for industry. As in the case of anti-abortion policy, it has taken the tinge of authoritarianism so that we can hardly imagine the efficacy of the policy.

이 글은 2000년대 들어 정부가 시행해 온 저출산대책이 여성의 관점에 근거하지 않음으로써 정책적 효과성도 제한되고 있다는 점을 밝히는 데 목적이 있다. 이를 위해 다음과 같은 연구문제를 설정하였다. 첫째, 그동안 시행되어온 저출산대책의 관점과 주체, 목표와 성격은 어떤 것이었는가? 둘째, 저출산대책의 이러한 특징이 정책의 효과성, 즉 기대성과라는 측면에서 어떤 결과를 가져왔는가? 셋째, 참여정부와 이명박정부를 거치면서 저출산 대책은 어떻게 계속되고(연속성) 어떻게 달라져 왔는가(단절성)? 이러한 질문들을 중심으로 저출산대책의 내용과 추진과정을 살펴보면서 2010년 현재 그것을 둘러싼 정책적 지형을 가늠해 보는 것이 이 글의 주요 내용이다.
저출산대책은 출산의 주체로서 정책의 관점을 제공하는 위치에 있는 여성의 목소리를 적극적으로 통합하지 못했으며 여성을 정책의 대상으로 제한해 왔다. 따라서 다양한 관점들과 정책 추진기구들의 이해관계 속에서 저출산대책은 정치권력의 요구에 따라 그 목적과 방향이 달라져왔다. 참여정부의 저출산대책은 영유아보육비 지원을 중심으로 한 저소득층 대상 복지정책이라는 특징을 갖는다. 따라서 다른 계층과 일하는 여성에 대한 정책적 고려는 부족했다. 이러한 평가에 따라 노동시장정책에 초점을 둔 저출산대책의 방향전환의 필요성이 제기되고 있지만, 일과 가족의 양립 지원 정책도 스칸디나비아국가처럼 노동의 연속성을 보장하는 방향과, 미국과 일본의 노동시장 재진입과 관련된 유연성 확대 전략이 존재한다. 후자의 경우 기업은 출산과 양육 지원비용을 지불하지 않으면서 여성노동력을 값싸게 쓸 수 있다.
특히 이명박정부는 보육수당 지급, 취학 연령 조정, 노동유연성 확대와 해외인력 유치를 통해 여성의 성역할을 강화하고 도구적인 출산장려정책과 인력공급에 초점을 둔 정책적 방향을 예고하고 있다. 이러한 방침은 낙태불법화정책에서 나타나듯이 권위주의적이고 반여성적인 정책 기조로 인해 오히려 설득력이 떨어지고 결과적으로 정책의 효과성 역시 기대하기 어려울 것이다.
