Newly acted Han River law established Han River Watershed Fund, in 1999, mainly arisen from Water-Use Charge Fund (WCF). Han-River Watershed Environmental Management Office (HWEMO) has been authorized to manage the fund and to work with provincial and local governments for various water conservation projects such as supporting upstream regions, purchasing land for riparian buffer zone, and water quality improvement plans.
The HWEMO expects to receive 205 billion won as WCF in 2000 and already allocated the funds to relating local governments to carry out the action programs. Of this year’s fund, 45.7% will be used for the construction and operation of treatment plants, 34.2% to be invested for supporting upstream regions, 13.1% for water pollution control projects, and 6.3% for land purchase, respectively. This paper summarizes overall
WCF use and presents the problems in the fund management. Major concerns include:
ㆍHWEMO as the authorized entity for land purchase and management
ㆍdecrement of the overall budget for local governments
ㆍfunding ratio between direct and indirect resident support programs
ㆍconsensus with the principles and strategies of water quality improvement plans
ㆍfostering cooperative working arrangements with related agencies
ㆍdeveloping strategic plans for proper performance, perform audit, and etc.
