Although each local government has carried out ‘Community Building Projects’ as part of governance, the outcomes haven"t frequently led to voluntary participation of citizens or restoration of communities or the projects have just remained as formal governance resulted from performance-oriented implementation. This paper, therefore, conducted a qualitative research on how the governance has operated at each policy stage in Busan and Seoul that have carried out the community building projects as key schemes. Participation, accountability, responsiveness, and institutionalization were selected as measuring indicators and examined at each stage of agenda setting, policy making, policy implementation and policy evaluation · feedback to figure out characteristics and types of urban governance. It turned out that Busan showed a characteristic of "formal governance" while Seoul an "unstable governance." It was suggested that "resident initiative planning and connecting the community projects with basic local-local government planning", "actual guaranteeing the participation of citizens in all stages from agenda setting to evaluation · feedback", and "expanding autonomy capacity building education to nurture further trained citizens" are needed to realize good governance.
