Since the launch time, the current government had set up the "economic democratization" as a major policy challenge. Two years eight months later, in November 2015 the current, "economic democratization" policy is questionable whether it is far from the interest and willingness of the government.
In the meantime, our country had been pursuing the economic growth of central of large enterprises. In the process, monopoly by large companies and this had been perpetrated. As a result, by the large enterprise, concentrations of the capital and the economic power has been intensified. In recent years, due to the unfair practices were rampant and deepening economic polarization due to the large gap between rich and poor.
Economic democratization legislation to enable the legislation to improve the structure biased towards large corporations SMEs. Thus, when viewing the promotion of SME-related legislation related to economic democracy is an important legislation affecting national economic activity, as well as small and medium traders.
Initially, the government was also launched with the recognition. Accordingly, this was done the legislation following. the delivery price unfair cuts, unjust returned, wrongful order and the legislative institutions of punitive damages for cancellations action three times, consultation rights of delivery costs, Abolition of exclusive right to accuse, prohibiting unfair subcontracting contract, Franchisees" Rights Strengthened and so on.
However, conservative academics and large enterprises and economic organizations such as the opposition took such criticism and litigation. The legislation is closed, and frivolous. Priority should be provided to SME-related concepts such as the economic and democratic legislative grounds. It is also possible establishment of “economic democratization Basic Law”. But Enacted the "social responsibility CSR) of the company", and it is the easiest way to do this in the basis regulation. In addition, it should be made the legislation continuously, such as "Act on the Fairness of the reseller deal", "Small and medium-sized Enterprises Suitable Types Special Act".
