This paper aims to analyze the impacts of the housing benefit program and the housing voucher program on regional economies in Korea. The paper estimated the housing demand function for low-income people to analyze the regional multiplier impacts by considering demand changes in the housing service demand and other goods demand. The result showed that change in total demand generated by the housing voucher program increased to 1,057.4 billion won while change in total demand generated by the housing benefit program increased to 1,012.0 billion won. By comparing demand for housing service in each program, the housing voucher program was greater than the housing benefit program. Among the sixteen regions, Seoul, Busan, Gyeonggi-do, Chungcheongbuk-do, and Jeju regions were more suitable for the housing voucher program to generate the total demand compared to the housing benefit program. It is possible that the housing voucher program has more economic impacts in large metropolitan regions including Seoul, Busan, and Gyeonggi-do because the relative price for housing service demand is higher than other regions. However, the industrial output was increased by 2,343.7 billion won with the housing voucher program, while there was only 1,921.8 billion won as the industrial output with the housing benefit program. Moreover, the findings of this paper indicated that based on equivalent variation(EV) as the improvement of housing welfare the housing subsidy program increased to 978.9 billion won while the housing voucher program increased 1,021.3 billion won.
