The purpose of this study was to explore a mentoring program management model for psycho-emotional support of out-of school adolescents. To address this goal, the present study attempts to suggest a practical mentoring program management model by analyzing the real mentoring case of out-of school adolescents by experience of 8 mentoring expert; 2 mentoring manger, 4 best mentoring coordinator and 2 best mentor were granted excellence prize by minister of Ministry of Health and Welfare. As a result, there was developed a mentoring program management model for psycho-emotional support of out-of school adolescents that is constructed three part. First part is preparatory phase that is consisted of building program goal and objective, decision making program design, recruit plan for mentor-mentee as out-of school adolescents and matching plan, and instruction plan. Second part is activity phase that is consisted of recruiting and selecting, pre-training, matching, and implementing activity. Last part is evaluate phases that is consisted of evaluation plan, evaluating, and revision. Based on this mentoring program management model, there were suggested some considerations in order to increasing applicability in real context.

학교를 떠난 학교 밖 청소년은 초·중·고등학교에서 매년 6~7만 명이 발생하고 있으며, 학령인구 대비 40만여명이 학교에 재학하고 있지 않은 것으로 추정되고 있다. 학교를 떠난 학교 밖 청소년들은 학령기에 있음에도 불구하고 학교 밖에 있다는 이유만으로 사회적인 교육투자 혜택을 받고 있지 못한 현실에 놓여 있다. 학업중단은 하나의 선택이 될 수 있으며, 학업을 중단한 학교 밖 청소년들이 보다 건강한 사회구성원으로 성장하여 자립할 수 있는 사회적 지원이 요구된다. 특히 이들에게 있어 공통적으로 나타는 문제점으로 심리적 정서불안과 이로 인한 일상생활의 무질서와 사회적 소외감, 차별감, 박탈감 등을 경험하면서 어려움을 겪는다고 한다. 이러한 정서지원을 위한 효과적인 방법 중의 하나가 멘토링이다. 이에 본 연구에서는 학교 밖 청소년들이 건강하게 자립할 수 있도록 지원하기 위한 정서지원 멘토링 프로그램 운영 모형을 개발하여 관련기관 및 운영자들에게 활용할 수 있도록 제안하고자 하였다. 이를 위하여 학교 밖 청소년을 대상으로 멘토링 프로그램을 운영하고 직접 참여한 전문가들을 대상으로 운영 사례를 심층인터뷰를 통해 그 단계와 세부활동 및 유의사항들에 대해서 체계적으로 분석하였다. 연구결과 학교 밖 청소년의 정서지원 멘토링 프로그램 운영 모형은 ‘멘토링 준비단계’(세부활동 4가지), ‘멘토링 활동단계’(세부활동 4영역 16가지), 그리고 ‘멘토링 평가단계’(세부활동 3가지) 과정으로 개발되었다. 이러한 멘토링 프로그램 운영 모형을 바탕으로 보다 현장에서 적용 가능성을 높이기 위한 고려사항과 시사점에 대하여 제시하였다.
