This study aims to indirectly evaluate policy impacts of government measures against student dropout which can cause negative outcomes on social as well as individual level. To overcome the limitation of diachronic perspectives, this study analyzed the fluctuation of the dropout rates over last twenty years in South Korea. In this study, I used the intrinsic estimator method suggested by Yang, Fu and Land(2004) to estimate dropout rates. This method singles out the effects of age, cohort and period and to re-interpret the effect of each factors. Specifically, I focused on the period effect which may reflect the effectiveness of government policies during the time. The results shows that the government policies played a limited role on decreasing of dropout rate. The reasons of the limited effectiveness of the policies are discussed.
