This study explores how old and new forms of labor politics decline and emerge in civil society during the course of globalization and market-oriented labor market reforms. The study initially builds a unified theoretical framework which accounts for the sequential formation processes of old and new labor-civic solidarity from the early 1990s to the mid-2010s in South Korea. Then, using unique associational network data and qualitative field interviews of labor activists and union leaders, the study unpacks and documents the three-stage processes: (1) a process by which the state/capital’s market-oriented flexibilization reforms (signified by collective dismissal and worker dispatch laws) create divisions in labor-civic solidarity as well as within labor movements; (2) a process by which large conglomerate unions depart from universal social reform agendas and join the ‘cross-class alliance’ with employers seeking firm-level bargaining centered on higher wage and stronger employment security at the expense of irregular workers; and (3) a process by which new forms of solidarity focusing on the rights of non-standard labor emerge into the mainstream political arena from the grassroots community-level. The study discusses the implications of these findings in the context of globalization and its transformative impacts on the structures of civil and political societies.
