Various certification policies for eco-friendly buildings are in place for each country in order to efficiently reduce greenhouse gas. In the case of Korea, “Law on Support for Green Buildings” in place since 2013 and “Green Building Certification (G-SEED)” also in place. According to “Ordinance of Support for Eco-Friendly Technology in Green Buildings and Public Buildings in Gyeonggi Province,” Gyeonggi Providence will require the adoption of eco-friendly technology for all public buildings larger than 500 square meter funded by Gyeonggi Province beginning in January 2019. According to “Ordinance of Support for Eco-Friendly Technology in Green Buildings and Public Buildings in Gyeonggi Province,” the basic rule is that buildings must have at least good grade (2nd green level)in“Green Building Certification,”1st grade in“Energy Efficiency Certification,”and 30% of“New Renewable Energy Requirement Ratio.” For items to be reflected in construction design, at least one of the following areas of eco-friendly technology must be proactively adopted by specializing in either energy, water circulation, resource circulation and ecology environment, depending on the characteristic and circumstance of building and land. Also, efforts must be made to reflect characteristic in design for the public to easily to notice and to educate or advertise by installing status board.
This study analyzes the status of eco-friendly technologies for the adoption of eco-friendly construction technology in public buildings in Gyeonggi Province and proposes guidelines for adopting eco-friendly technology in public buildings in Gyeonggi Province by specializing four areas including energy, resource circulation, water circulation and ecology as well as design factors. Gyeonggi Province, adoption process of construction technology committee through “Gyeonggi Province Public Building Eco-Friendly Technology Evaluation Committee” and “Guideline for Construction Technology Evaluation for Adoption of Eco-Friendly Technology in Public Buildings” (Tentative) are proposed. Also, it is necessary to construct database and share information regarding public buildings adopting eco-friendly technology in Gyeonggi Providence by creating a platform for overall management of energy usage, new renewable energy production, building energy efficiency and eco-friendly technology of public buildings including eco-friendly public buildings. Appropriate management of technology in the areas of water circulation, energy independence, resource circulation and ecology environment, monitoring of achievement and education and advertisement programs towards the public are to be run at the maintenance stage after completion of construction.
