This study analyzed inter- governmental conflicts between department of industry and resource(DIR) and department of information and Technology(DIT) in the process of IT industry development since 1990. The result of analysis is as follows. First. the acute conflicts of two governmental departments have appeared since 2000-2003 and the background between DIR and DIT' conflicts has changed in accordance with the status of two governmental departments. Second, the contents of conflicts between two inter- governmental organizations could be found in various aspects. Third, the responses of conflicts between two organization were shown as the aggressive behavior of DIT vs the defence of DIR and vise versa between two departments. The strategy of conflict management were also appeared with various patterns, when being aggressive between two organizations, such as in case of DIR, prior issues occupying, making relating association, prior announcement of technology development program invasion of the opposite sectors etc. Fourth, the endeavor of conflict solution was used like sharing supper, sports events, manpower exchange, workshop, special lectures. The implication of these results is that one of the main factors of IT industry development in korea is coming out from the effective conflict management of inter-governmental organization.
