A righteous procedure in not a sufficient condition to change the outcome, but it is a necessary condition for it. The purpose of this study is to identify the question of how to achieve procedural justice in the process of energy policy making through the case of France and to give policy implications to Korea. In this study, we compared the Grenelle environmental act, and the legislative process of the Energy Transition Act for Green Growth. We also analysed the public discussion and public debate process for establishing energy multi-year program as a representative example of the french energy policy. Based on our research, we found the ways to prevent social conflicts and enforce procedural justice of energy policy in Korean context. The analysis criteria for evaluating procedural energy justice are six criteria: information access rights, record of consensus process, Assurance of expression, fairness of consultation process, representative nature of composition and elaboration of process. As a result of the case study, these six principles were generally well followed in France, and the citizen participation was legally and institutionally guaranteed. In Korean context, it is necessary to strengthen citizens’ rights by ensuring citizen participation in public policies which are directly related to the national economy and socio-environmental situation.
