This writing aims to review the historical significance of “Unified Korean Spelling System” (1933), which is one of the representative achievements of the Korean Language Movement put forward by Joseoneohakoe during the Japanese occupation of Korea in the first half of the twentieth century. The main objective, in particular, is to discuss and elucidate the meaning of the rule in the introductory section of the 1933 work, which states, “Standard Korean shall be written as it is spoken, in a way that it follows general rules of grammar.” This study reviews the related discussions published in newspapers and magazines of the time. Chapter 2 of this writing points out that the phrase “written as it is spoken” must be interpreted not under the framework of phonemism and morphemism of the sounds, but from the perspective of opposition between phonetic orthography and historical orthography. Chapter 3 goes on to argue that the phrase “in a way that it follows general rules of grammar” recognizes the realities of language use while attempting to resolve issues such as the expansion of syllable-ending consonant orthography using grammatical concepts. In Chapter 4, the author critiques that the “grammar” mentioned in the introduction of “Unified Korean Spelling System” should be understood in line with the meta-linguistic debate about what language and linguistics are, and goes on to discuss in Chapter 5 the sociolinguistic significance of that fact that the modern Korean orthographic rules are set for the standardized variety of the language, in addition to evaluating the macroscopic significance of “Unified Korean Spelling System.”
