Since the field survey in last winter, this article involves the interviews of some important scholars, political leaders, religious leaders and the analyses of some religious pamphlets from Kuwait. And so it reflects the reality of Kuwait in the present time exactly.
After Gulf War, the struggles between Islamists and Liberalists, the conflicts between the flexible and the strict interpretations for Islam, the tensions between the Government and Parliament have been favorable circumstances for the developing Democracy in Kuwait. The Government has been between the Conservatives and Progressive, between Islamists and Liberalists to keep leadership in political affairs.
Most of Islamists accept the Modern Secular Constitution of Kuwait even though they assert to apply the Conservative values to Politics and Society of Kuwait. The important reason that they try to apply these values is that their main supports are from Beduin who keep the Patriarch Culture. However, Islamists insist that they are promoting the Modernization in scientific technique very strongly.
Liberalists regard the Modernization of all the parts in Kuwait as only the alternative that Kuwait should go ahead. Their main supports are from merchant class who keeps Secular, Progressive values. For Liberalists, the Conservative Values from Beduin are the greatest problems to be solved as soon as possible.
The conflicts between Islamists and Liberalists are not from the Modernization, itself but are from what each supports demands. In the result, both of them, Islamists and Liberalists agree to the frame of the Modernization but disagree to the speed to advance toward the Modern Society.
