According to Seoul City, the number of crimes committed in the subway line 1~8 is increasing as 1447 cases in 2012, 1858 in 2013 and 1825 in 2014. Among the cases, the sexual harrassment increased from 1031 in 2012, 1307 in 2013 to 1356 in 2014. Therefore, Seoul Metro Line 9 adopted <Subway Guard System> in September 2011 to crack down sexual criminals based on <Subway Guard> in April 2009 for the first time in Seoul. The subway guards can patrol a certain area jointly with the police upon agreement. It is assumed to be a desirable way to fulfil their duty. The subway guards were also supposed to make an MOU with Seoul Metro and Seoul Metropolitan Rapid Transit, however, there is no accomplishment yet. The guards do not have a right to crack down a crime by law, and therefore it’s difficult for them to control the crimes. Thus, this study is aimed at suggesting a measure to give the subway guard a right to prevent and crack down crimes inside the subway and activate the system to vitalize the special private police system.
