The purpose of this study was to analyze existing program and to develope, pilot and analyze a creative problem solving program for the science gifted class in elementary school. For this purpose, the creative problem solving analysis framework based on the literature and precedent study was complemented. The seven elements of the framework were extracted through theoretical examination: problem introduction, problems status exploration, problem statement, thinking idea, selecting idea, performing solution method, assessing the results. The 4th, 5th and 6th grade programs for the science gifted class in 4 elementary schools in Inchon were analyzed with the creative problem solving analysis framework developed in this study. The results showed that creative problem solving contents are reflected little.The 7 modules of program for 14 learning periods were developed by selecting the water as the subject of program. Water can be a subject that can extract the idea of students by stimulating the thought of students. The developed program to the science gifted students was piloted and analyzed the change. The result of analysis showed that there was a positive change in the area of problems status exploration and evoking idea of the students. It was found that the developed program includes more creative problem solving elements than the existing program.
