This study investigates motivations of North Korea's nuclear weapons development through historical and structural prisms. The investigation reveals that there are internal and external factors in the development of the North's nuclear weapons. Internal factors are belief in nuclear weapons as a security guarantor, national symbol to fulfill Juche ideology, and power transition to Kim Jung-un. External factors are rivalism against South Korea, security threat from the U.S., and self-reliance moving away from China and Soviet Union. Then, this study proposes North Korea's nuclear weapons strategy. North Korea is more likely to use nuclear weapons to gain minimum deterrence capability vis-a-vis the U.S. and to actual use nuclear weapons for military purposes in a situation of war against South Korea. This argument is different from existing views which argue that the North will use the weapons as political means to increase negotiation power. After that, this study evaluates Korea's deterrence strategy based on the North Korea's motivations, arguing that the current deterrence strategy has limitations. First, the core capability for denial deterrence strategy, Kill-Chain and KAMD, is not effective in case of North Korea's surprise nuclear attacks. Second, the U.S. extended deterrence strategy will be weaken if North Korea possesses minimum deterrence capability against the U.S. Therefore, this study proposes three alternatives. First is to hold current deterrence strategy with some alterations. Second is self-nuclear weapons possession. The last option is to introduce nuclear sharing program with the U.S. This study concludes that the last option is the most effective alternative among the three options.
