Considering that welfare attitudes are affected by individual characters and also features of the welfare states, this study analyse the effects of macroeconomic conditions on the individual welfare attitudes. And also, we examine the moderating effects of the individual characters and welfare regimes. Applying Hierarchical Linear Model to the multi-level data – individual data from World Values Survey(WVS) & the European Values Study(EVS) and country level data from OECD Statistics-, we analyze the effects of the macroeconomic conditions and moderating effects of the individual characters and welfare regimes. Data of this study include 74,103 individuals based on 71 dataset(from 1990 to 2013) from 19 Western welfare states. The major findings from this study are as follows. First, macroeconomic conditions have systematically affected welfare attitudes in the Western welfare states. These results suggest that individual welfare attitudes varies across the countries and times due to the effects of the macroeconomic conditions. Second, the effects of macroeconomic conditions on welfare attitudes are different among social groups which feature individual characteristics. Third, the welfare regime is also an moderating factors of macroeconomic conditions’effects on the welfare attitudes. The findings of this study suggest that macroeconomic conditions are important factors in the understanding dynamics of welfare attitudes and welfare politics. And they suggest that more active consideration of the interactive relationship between macroeconomics and welfare attitudes is necessary to advance development of welfare politics and welfare state in Korea.
