Although the moral subject in Korea has been sticking to a moral virtues focused approach since the first curriculum period, it has actually many problems in theoretical and practical aspects. And furthermore, as moral virtues focused approach and moral competency focused approach are mixed each other in 2015 elementary moral education curriculum, many teachers in classrooms have difficulty in determining the instructional objectives and carrying out a performance assessment. This essay at first has inquired the characteries of moral competency focused approach and the advanced researches, and then has proposed four moral competencies and four components per moral competency; the reflection of oneself, the relationship with others, the participation to communities, and the respect for nature and transcendency. In addition, this research has proposed three resources of skills each components. This approach can have advantage over stressing the skill of action.
