In nowadays globalized world, international migration has become a reality for almost all corners of the globe. In particular, the number of foreign migrants in Korea continues to increase due to demographic fluctuations such as low birth rate and aging population. Korea has carried out a migration policy to quantitatively increase overseas migrants as a way to replace the insufficient workforce and to resolve gender imbalances. However, these migration policies has some limitations in improving qualitative growth accompanied by quantitative growth of migrants. Migration-related policies require a long-term and systematic approach to the mutually reciprocal relationship among political, economic, social and environmental factors focusing on the flow of migration. Based on previous studies of migration, this study suggests a causal loop diagram for international migration that can view the overall structure of the various social phenomena caused by migration. In particular, we derive strategic variables related to the quality of life of migrants, including ‘quality of labor’ and ‘quality of society/culture’ recognized by migrants, and present a reciprocal feedback relationship between these strategic variables. Furthermore, this study suggest strategic migration policies to overcome the limitations of linear thinking related to previous migration literatures and to solve the migration problem more systematically.
