The main findings of the study, which analyzed the revision of the Private School Law in terms of ensuring the independence of private schools and strengthening public character, are as follows. First, in the Lawmaking Period (1961-1993), it can be seen that the government has continuously strengthened its public character of prioritizing open values for private schools. Second, in the period of Extended Self-reliance (1993-1997), instead of easing regulations on the number of directors of school corporations, the Private School Law on the Introduction of an External Audit System for the Accounting of School Firms was amended to enhance the independence of the Board of Directors through the enhancement of professionalism and to increase the public nature and transparency of the operation of private schools. Third, in the period of the conflict between self-reliance and public nature (1998-currently), under the progressive administration there was a revision of the law to establish a university council and introduce an open board system to improve the nepotistic management system of private schools despite conflicts between progressive and conservative camps, whereas under the conservative administration there was a revision of the law that clearly classified school expenses, corporate and fund accounts based on tuition. The Moon's government also revised the law to reinforce the supervisory authority for both private schools and educational foundations, which avoid disciplinary action from the competent authority. The overall trend over the past 60 years has gradually reduced the government's authority to supervise and supervise, and on the contrary, it is steadily increasing the autonomy of the school corporation, the main body of the establishment and operation of private schools.
