Amid the unprecedented crisis due to the spread of COVID-19, changes are inevitable in social services characterized by face-to-face contact, especially in adult care for the elderly and disabled people who are vulnerable to infectious diseases. However, more proactive discussions on current tasks and long-term visions are required in order not to fall into simple discussions such as the development of non-face-to-face services. After various measures in social services are reviewed regarding care home, community services, and home cares in response to the spread of COVID-19 in Korea, the limitations of biased measures focused on quarantine are pointed out and it is suggested to balance life and quarantine through active support and cooperative governance in the community in order to ensure the rights of the vulnerable and their families. In addition, for the new direction of social services to overcome the vulnerability revealed by COVID-19, rather than a return to previous social services, a range of vision is discussed including the reorganization of social services that can maximize self-control; along with the decline of large-scale relationships, the ultimate improvement of quality of life through the combination of local community and digital technology; and reconstruction of life including the revaluation of care for overcoming current society overly devoted to constant production and growth which brought the current crisis.
