This article observes the importance and significance of solidarity in rural societies focusing on the cases of the ‘Yeong Yang-Gun group conference (referred to as the conference below) for the opposition of thoughtless wind power in Yeong Yang’ and the ‘Yeong Yang 2nd wind power joint task force (referred to as the Yeong Yang 2nd wind power joint countermeasures committee below’. Currently, Yeong Yang is a region where wind plants are most concentrated in Korea and it is a place where the interests of diverse powers are complicatedly tangled with huge capital at the head. To overcome such situations, the conference was organized in March of 2017 and it began regular blocking activities. Attention should be given to the fact that wind power development blocking activities of local dimensions in relevant villages or regions spread throughout the entire area of Yeong Yang through the organization of the conference. Yeong Yang wind power blocking activities, in which the conference was at the center, grounded Yeong Yang AWP wind plant construction businesses in environmental evaluation stages and they achieved results such as causing the wind plant construction business of H village to receive a ‘construction discontinuation order’ from the Ministry of Environment.
The ‘Yeong Yang 2nd wind power joint countermeasures committee’ happened around September of 2018 and it was established in a form that combined major participants of the existing conference with some residents of S village. If the conference showed strong solidarity among villages or groups based on reciprocal reciprocity, the ‘Yeong Yang 2nd wind power joint countermeasures committee’ placed more emphasis on individual choices and participative will. Through such processes, the significance of solidarity in relation to wind power blocking activities in Yeong Yang was gradually magnified to show characteristics as a local social movement and environmental movement. In particular, a noticeable aspect is that local human networks were formed and accordingly, various forms of social participation were shown through formations of solidarity such as the conference and the Yeong Yang 2nd wind power joint countermeasures committee. These are responses to local mainstream social order and they uniformly connect to the formation issues of new local communities.
