As the number of one-person households increase, it is important to form a community through shared housing to experience basic living standards and to increase the satisfaction of living together. Given this context, this study analyzes how public-led, public-private partnership (PPP), and private sector-led shared housing are provided, what business structures each seek out, and what policies each need to solve the current housing problems in South Korea. To do so, three organizations were examined based on their levels of involvement in government policies. Online surveys were administered while also conducting in-depth interviews on both providers and users (shared housing residents).
Minsnail Housing Cooperative has been involved in revising and amending the ordinance – which is necessary for the operation of actual businesses – and has built an ecosystem to support social housing through public initiative and PPP. Urban Hybrid has also expanded its business through public initiative and PPP, whereas Woozoo provides services on its own. In the case of public-led projects, the public provides the initial capital, such as land and buildings, allowing private sector actors to operate. However, it is difficult for a private organization to generate additional revenue other than that of labor and management costs. On the other hand, the PPP is initially run by the private sector, building on public land with private capital. Such PPP guarantees the sustainability of housing but is still faced with limitations in securing public sites. Finally, the private sector leases contracts with private capital and supplies through subleasing (re-leasing) to actual residents. In this case, there is a wide range of choices concerning the location, and has the advantage of being able to expand rapidly and process the business; however, when the lease contract with the homeowner ends, operation of the shared housing also terminates, demonstrating low stability. Considering business stability, the quality of accommodation, and the safety of the residents, PPP is considered the most desirable. There is still a lack of awareness of shared housing as an alternative option available to young adults as there is not much support for increasing the supplies of such shared housing initiatives. We hope this research brings growing awareness and helps to establish an ecosystem for shared housing.
